The Founder

Dr. Elbe Akman is the Founder and President of IMLAC International Medical Resourcing UG, a Germany-based B2B and B2G advisory firm advancing global healthcare licensing, workforce mobility, ethical recruitment, and international talent integration.

His legacy in international healthcare recruitment, licensing, and professional mobility began in 2002, when he established his first California based healthcare recruitment agency, followed by NEAC Medical Exams Application Center in 2007.

With about 25 years of experience in the field, Dr. Akman pioneered centralized application processing systems that transformed the way international healthcare professionals navigate licensing examinations such as the NCLEX and pursue professional licensing across different countries.

Through NEAC, he gained a deep understanding of the complexities of international healthcare licensing, credentialing, migration, and cross border professional mobility. Dr. Akman and his team worked closely with Boards of Nursing across the United States and with TruMerit, a leading international credentialing organization, before NEAC was acquired by DataFlow, a global

leader in primary source verification, in 2026.

Today, he brings this experience to IMLAC, a Germany

based B2B and B2G advisory and solutions company

focused on the global healthcare licensing and mobility

ecosystem. IMLAC offers governments, regulators,

healthcare organizations, credentialing bodies, employers, and industry partners, practical solutions for healthcare workforce mobility, licensing pathways, ethical recruitment and migration, market expansion, and international talent integration. By connecting stakeholders that traditionally operate in separate parts of the ecosystem, IMLAC helps identify gaps, develop strategic collaborations, and build more efficient and responsible pathways between qualification, licensing, migration, and employment.

In late 2025, Dr. Akman shifted his focus to the European market, which he describes as highly decentralized and, in some respects, even more fragmented than the U.S. licensing application environment he encountered before establishing NEAC. Unlike the United States, where the NCLEX provides a common licensing examination for nurses, Europe does not have a single unified licensing examination or licensing pathway across its member states. Dr. Akman and IMLAC aim to contribute their experience toward the development of more centralized, connected, ethical, efficient, and globally responsive healthcare licensing.
